Hispania is divided into five provinces: Terraconens, Cartaginens, Baetica, Lusitania, and Gallicia - or Gallaecia.
The wildest of these is Gallicia. There live the Cantabrians, around the town of Cantabria; The Asturians, living around the river Astura - not to be confused with the river in Italy that today holds that name; And the Gallicians, those from Gaul living in the area.
To the southeast, then, are the Celtiberians. Celts that live around the river Iberus.
They live in the province of Terraconens, of which the head is the town of Terracona, and in the province of Cartaginens, of which the head was New Carthage, which was however badly damaged by Gothic forces, since having lost much of it's significance.
